LINDSTROM BARN STORAGE STATEMENT

 

This is a policy statement adopted by the Board on March 11, 2009.  It is changeable at any meeting of the WRPC Board by two-thirds vote of all board members.  This policy statement is in order of priority, i.e., a handicapped individual would take priority over everybody for a space in the Lindstrom Barn.  The Knights would have second highest priority.  Club boats would take priority over 70+ members.  70+ members would take priority over Frequent Users.  

 

A.  Anyone who has a severe, permanent disability.  The bar will be set very high to be placed in this category.  Requests to be included in this group can be made by the individual or their proxy at a regularly scheduled WRPC meeting for board/officer approval.  Once approved, boat usage requirements for these members will be very relaxed.  No sign-outs in any year's time would trigger a review.  Doubling up is okay if the disabled member feels it would be beneficial.  These members' needs will be addressed individually at regularly scheduled WRPC meetings on an as-needed basis to ensure their needs are being met.  

 

B. "Knights of the Rack."   To include individuals who have given exceptional service to the club, e.g., Bob Derry.  WRPC will be very stingy with these appointments, perhaps one appointment per decade.    The Knight must sign a boat out from their space at least 24 times a year. 

 

C.  Club boats.  WRPC club boats will be stored in the Lindstrom Barn for ease of use by its members.  Retired and underutilized boats will be stored in the Annex.

 

D.  Current president of WRPC.  There will be one space in the Lindstrom Barn designated for use by the club president during the term of his/her presidency.

 

E.  Members who are 70 or older.  To be capped at eight spaces.  It is anticipated that this cap will increase as WRPC’s population ages.  Four spaces will be on the bottom floor and four spaces will be on the middle floor.  After the initial cap of eight spaces is met, future placement will be based on number of sign-outs.  (See Guidelines 7 and 8 below.)  A 70+ member must sign a boat out from their space at least 24 times a year.  Failing to do so, that member will forfeit consideration for a space in the Barn the following year.  No exceptions.

 

F.  Frequent Users.  For a one-year period beginning January 1, 2009, and ending December 31, 2009, all WRPC’s members’ sign-outs of any boat from any WRPC club facility will be tallied up.  Members with the highest number of sign-outs will be offered available spaces in the Lindstrom Barn in 2010.  Each successive year, sign-outs will be tallied up.  A member already seated in the Lindstrom Barn can be bumped if an incoming member exceeds their number of sign-outs by twenty. (See Guidelines 7 and 8 below.)  A frequent user member must sign a boat out from their space at least 24 times a year.  Failing to do so, that member will forfeit consideration for a space in the Barn the following year.  No exceptions.

 

 

 

Guidelines For All Lindstrom Barn Placement

 

1.    A legal sign-out consists of removing a boat from the building for the purpose of paddling.  A maximum of two sign-outs per day will be tallied towards a member’s annual total.  No retroactive sign-outs, please.  Please print legibly using your full name.  If your name isn’t readable, it can’t be counted!

2.    Must have at least three years of accumulated WRPC membership and be current on prior year’s fees, if applicable.

3.    Nobody gets more than one space in the Lindstrom Barn.

4.    A maximum of two boats can be placed in each space, provided the rack space can accommodate two boats without being damaged, and provided that two boats don't create an obstruction/tripping hazard for other members.  A $75 fee will be charged for each boat stored in the Lindstrom Barn.

5.    Nonmembers may not have a boat in the Lindstrom Barn.

6.    In each applicable category above (B, C, D, E, and F), placement of rowing shells and the longer boats will take priority over other boats in that category.  Placement of the rowing shells and longer boats exists in the middle diagonal spaces as well as four spaces along the wall.

7.    To bump someone in your category already placed in the Lindstrom Barn, you must exceed their number of sign-outs by at least twenty.  (This reduces movement in and out of the Lindstrom Barn.)

8.    Incoming members with high sign-outs will only be able to bump the Lindstrom Barn members with the least number of sign-outs. (This will avoid any domino effect and reduce movement within the Lindstrom Barn.)   Incoming members will be placed onto the paper list according to number of sign-outs.

9.    The slip manager, Tom Feil, can make discretionary decisions regarding boat placement requiring special consideration.  Any changes of slip placement will require boat slip manager approval.

WENATCHEE ROW AND PADDLE CLUB DUES AND FEES POLICY

Revised April 2009

 

1.  Dues – Temporary Memberships. Dues for membership in the Club are $75 per year for individual membership and $100 per year for family membership.  New memberships pay a one-time initial joining fee of $100 in addition to the annual fee.  The membership and boat storage year runs from January 1 to December 31.  Dues statements go out in December.  Dues are prorated only after October 1 of each year and then the amount required is one-half of the normal amount. 

 

Temporary memberships may be allowed on a one-time basis for individuals who are temporarily in the area.  An initial joining fee will not be required.  The fee for temporary membership will be $75 and length of membership shall not exceed three months. 

 

2.  Storage – Usage.  Rules about assignment of a storage slip and usage requirements to maintain the assignment are contained in a separate policy statement, the “Lindstrom Barn Storage Statement,” which may be found on the Club web site at wenatcheepaddle.org.  Boats not entitled to storage in the Lindstrom Barn shall be stored in the Club Annex.  There shall be no more than one boat per slip space in the Annex.  The fee shall be $75 for the first boat stored in the Annex.  Additional boats owned by the member may be stored in the Annex for $50 per boat.  Oversize boats requiring more than one slip space will be charged a higher fee.  A storage manager or committee is designated by the Board of Directors to make decisions within the discretion provided by the policies.  At this time, contact Tom Feil, 884-3765, 2 canoe@charter.net, regarding a slip assignment.

 

3.  Guests.  Any member may permit an individual guest to accompany him/her in use of club facilities, including boats, not more than three times per year as to any one guest; provided, the guest is signed out and supervised by the member.

 

4.  Failure to Pay Dues/Storage.  In the event a person fails to pay dues for membership, his/her name will be taken off the mailing list and he/she loses all rights of membership.  If a membership lapses, however, and is later renewed, the one-time initial fee is not required again to renew membership.  Membership dues must be paid to qualify a person for consideration for a boat space or to have an actual boat space.  Any money paid goes first to membership dues and then to fees for space.  Storage fees are the same regardless of the time of year paid and entitle storage to the end of the calendar year. 

 

If a person who has a boat space in the boat house fails to timely pay storage fees, he/she shall be sent by certified mail one reminder notice entitled “Notice of Forfeiture of Space” to the last address provided to the Club.  The reminder notice will state, among other things, the amount owed plus a $10 late fee and that if the defaulting person does not make full payment of the amount owed including the late fee by 15 days from the date of the notice, his/her space rights will be automatically forfeited.  If the default is not cured in full by the time specified in the Notice of Forfeiture of Space, the boat of the defaulting person will be removed by the Club from the slip it has occupied and the next person qualified for that space will have the right to occupy the space forfeited.

 

After a boat has been removed by the Club from its slip because of nonpayment, the Club will store the boat in question and give the owner notice to recover the boat and advise how to do so. If the owner fails to recover the boat within thirty days of the date of the notice to recover, the Club shall have a lien against the boat for all costs incurred by the Club for removal and storage (which it is agreed will be twice the normal amount of space rent) plus any costs of sale.  The boat may then be sold and this lien may be foreclosed according to the procedure set out in Chapter 60.10 RCW Personal Property Liens--Summary Foreclosure.

 

5.  Where Boats May Be Used. Club boats shall not be transported away from the immediate vicinity of the boathouse, i.e. they shall not be carried by vehicle to some other location, without the prior approval of the Board.  Club boats may be paddled/rowed to any place attainable from the boathouse but may only be used in other waters with prior approval of the Board for use in club sponsored regattas, for example.

2009 MEMBERSHIP APPLICATION/RENEWAL AND AGREEMENT


 

The Wenatchee Row & Paddle Club is a volunteer, nonprofit, incorporated organization.  A person becomes a member of this club by paying the initial membership fee and the annual dues as established by the Board of Directors.  Membership is for one year running from the beginning to the end of each calendar year.  Membership and participation in the club activities are open to all persons otherwise qualified regardless of race, creed, sex, age, or national origin.  (Subject to safety considerations for age and experience.)

 

The club provides liability insurance with respect to nonmembers, but not insurance for damage to the boats.  All members agree that the activities associated with the club are hazardous and may result in injury or death.  As a condition of being allowed to join the club, EACH MEMBER, FOR HIM/HERSELF, HIS/HER HEIRS AND ASSIGNS, ASSUMES ALL RISK TO PERSON AND PROPERTY AND WAIVES AND RELEASES ANY RIGHT TO BRING A LEGAL CLAIM FOR INJURY OR DAMAGES AND FURTHER AGREES NOT TO BRING ANY SUCH CLAIM AND TO HOLD THE CLUB, THE CITY OF WENATCHEE AND PUD HARMLESS FROM ANY HARM that may result from participation in club activities or use of club property.  This assumption, release and waiver applies to the club, its officers, directors, and members, the City of Wenatchee and PUD #1 of Chelan County, regardless of their negligence.  If a club boat is damaged, the person responsible shall pay for one-half of either the repair or replacement cost, whichever is less. Students receiving instruction from one of the designated rowing/paddling instructors are exempt. If a member fails to pay or otherwise violates club policy, they will receive a warning and will come under discussion by the board for exclusion from the club.

 

MEMBERSHIP   New members shall pay an initial, one-time membership fee of $100 for either a family or individual plus the annual fee.  Thereafter, all members shall pay a yearly membership fee of $75 for an individual membership or $100 for a family membership   Any individual or family who joins WRPC on October 1 or later will pay one-half of the yearly membership fee for that year.

 

BOAT STORAGE   The amount of the fee and availability of storage for one or more boats is subject to the management policies of the club (see wenatcheepaddle.org for the current fee structure or contact the boat slip manager)

 

MEMBERSHIP PRIVILEGES   Club activities, access to the boathouse, use of club floating dock, use of club boats, and club mailings.
